A van driven by Donald Weeks slid under the back of a tractor-trailer, state police said. Twenty-year trucking veteran James Cash had never seen anything like it. He had stopped his FMI Express tractor-trailer at a rest stop near mile marker 158 on southbound Interstate 81 on Wednesday morning to use the restroom.
